A Local Option to Prevent Displacement, Preserve Housing Affordability, and Level the Playing Field for Tenants and Affordable Housing Purchasers 

Tenants continue to face a displacement crisis, with rising housing costs and wages that can’t keep up. Displacement and unaffordable rents disproportionately impact people of color, seniors, people with disabilities, and other marginalized groups — and increase segregation in our communities. We need to keep landlord profit and greed in check. The Tenant Opportunity to Purchase Act (TOPA) is just one tool of many that will move us closer to housing justice where everyone has a safe and affordable place to call home.
